When the capacitor voltage falls below 2.5 V, the op-amp switches on (and so will the LED) and begins to charge the capacitor.

The voltage at pin 2 of the op-amp is the capacitor voltage, while the voltage at pin 2 remains constant at 2.5 V. The rate of this (dis)charge is determined by the time constant (T). This output voltage also causes the capacitor to charge and discharge. it swings between 0 and approximately 3.6 V.
